So that the position from your point of view came as a complete
surprise when you first found what you called "a chabtic state of
things" ?
No, I cannot say that it came as a complete surprise when I went
round to the office because I knew from the way the money was being
paid into the Treasury that things were not going smoothly.
So from that the ordinary monthly Treasury queries came out?
I endeavoured to keep those down for I sympathised with the
Immigration officer over the magnitude of his task.
You appreciate it was a vast task indeed as things turned out?
Yes.
You tell us in your frequent discussions with Mr. Forrest you
suggested $1,000 as an adequate imprest fund and Mr. Forrest was
inclined to accept that?

And subsequently when you realised the pressure of work in the
department you changed your views and them made it $40,000?
First it went up to $12,000 and then I increased it to $20,000 and
finally to $40,000.
