I quite understand that under normal conditions you
would wish to have time to make yourself acquainted
with local circumstances before forming your
conclusions on such a matter. You will, however,
I am sure, agree that the situation does not admit
of delay, and that action should be prompt and
decisive. I ask therefore that you will as soon
as possible study the recommendations in the Report
and let me know by telegraph the steps you have
thought it right to take or which you wish to submit
for my prior approval.
