You have seen this file at an earlier stage. But we have now received in No.11 the Report of the Commission appointed by the Acting Governor of Hong Kong to enquire into the administration of the Immigration Department, and I think you should see the Governor's despatch and the printed Rerort.

I need not add to the minutes except to say that, whatever Mr. Forrest's failings may have been, I am left with the impression that we badly need a change in the Colonial Secretaryship of Hong Kong. Plans for the retirement of Mr.N.L.Smith (who, in his time, has done good work in Hong Kong, but now seems to have lost grip) are in train, and the sooner he retires and is succeeded by Mr. Gimson of Ceylon, who has been selected for the post, the better.

I agree with the draft telegram, as revised by Mr. Jeffries (fair draft submitted) which may well have the effect inter alia of expediting Mr. N. L. Smith's retirement.

Seen, thank you. I have recovered the Auditor's

letter, etc. sent in No.5 and have written to him

asking whether accounting conditions in the Immigra-

tion Department are now such that he is able to carry

out a satisfactory audit of the accounts of the

Immigration Department, and, if so, to be informed in

due course of the results of that audit.
