His Excellency instructed me to prepare a statement

on various forms of protection, the population to be catered

for, and the approximate cost.

I enclose a memorandum which envisages protection for 681,330 people in the vulnerable areas of Hong Kong, and in Kowloon, for 300,000people at a total estimated cost of

$7,943010.

In regard to Kowloon, the following points are

submitted for consideration:-

(a) The defence scheme must have a bearing on the shelter policy which is to be adopted, on the other hand, limited shelter protection is provided, public opinion may compel Government to adopt a full shelter policy.

(b) The residents can proceed to the New Territories, but again the lilitary Authorities may object on the score that they cannot run the risk of the roads being blocked by refugees. (c) The buildings in Kowloon, are, as a whole, more

substantially built than in Hong Kong.

(a)

There are many residential houses in which the

owners can provide their own protection.

(e) The population of the congested areas of Kowloon is estimated at 300,000, the majority of whom could be accommodated in concrete pens, trenches and in a few tunnels at an estimated

outlay of say $2,000,000,

It will be seen that to provide protection for both Hong Kong and Kowloon, it will cost approximately $7,943,010.

It is submitted that I may receive guidance on the

following points:-
