a further sum of $1,000,000 for this purpose and to
reduce the provision to be made in the draft 1941-42
estimates from $5,000,000 to $4,000,000. A further
supplementary vote of $3,000,000 under Head 32, War
Expenditure, Sub-head 2, Extraordinary Local Defence,
Item 3, Civil, was formally approved by the Finance
Committee on 19th December, 1940, in Finance Message
No.11 of 1940-41, Item No.253.
4. In paragraph 3 of my despatch referred to
above I also reported to Your Lordship that since the
beginning of July, 1940, measures have been in hand to
put the Air Raid Precautions Organization into a state
of readiness and that the expense of these measures is
covered by a Special Warrant for the sum of $422,000.
I have now to report that, in addition to the above
measures which are being carried out under the direct
control of the Director of Air Raid Precautions, many
other measures, chiefly for the protection and strengthening
of Government offices and buildings, are being carried out
under the control of the Director of Public Works. The
cost of these works, as they progress, is also for the
present being covered by Special Warrant and three Special
Warrants of $100,000 each (Nos. 281, 348 and 434 of 1940-41)
have been signed to date.
5. I have to request, therefore, in accordance with
Colonial Regulation No.265, Your Lordship's covering approval
of supplementary expenditure totalling (4,722,000 under
