The Ministry of Home Security note will,
I think, be of great interest to Commander Steele- Perkins, and some of it, e.g. paragraph 3, will be of value to him. I think we can send the note out to the Governor as it stands.
The point made about evacuation by Major Scott raised a rather wide issue. The question of evacuating the Chinese population to which he refers has, as the War Office must know, been raised time and time again, but is no nearer solution. The best course I think would be to get off a despatch approving the expenditure and sending copies of the Ministry of Home Security's note, also commenting as Major Scott does on the question of headquarters, and then recirculate the file to write to him on the question of Chinese evacuation, summing up on the lines of point B in Mr. Gent's minute of 2nd October on 1301/4/40.
