I have been approached by the Maryknoll Mission regarding nearly 200 lepers accepted by lepers asylum at [ grp.undec. ] Shan in April 1941 at the request of the Hong Kong
Government.
2. It appears that the Hong Kong Government agreed to pay Hong Kong dollars 6 per mensem for maintenance but since July 1941 no payment has been made and the asylum is in sore need of funds.
3. I have no knowledge of the circumstances but if the agreement is confirmed it seems that there is an obligation and I suggest therefore that I be authorised to liquidate accrued debt up to the end of September 1942 amounting to approximately Hong Kong dollars 18,000 and continue monthly payment on the scale agreed although the cost of maintenance has greatly increased.
