In connection with the evacuation of British European women and children from Hong Kong, you will remember that we were informed, by the Hong Kong Government in telegram No.551 of 5th September, 1940, that the husbands etc. of all evacuees would be asked to undertake to pay at the rates fixed for maintenance in Australia if able to do so. Those unable to pay at these rates were to state their case for a reduction to a select Committee in Hong Kong, and the monies recovered were to be credited to H.M. Government in the United Kingdom, who accepted the responsibility of Prefunding to the Australian Government the cost of maintenance grants.
Your telegram No.510 of 18th September 1940 asked for information about the standards on which the Committee would base their recommendation for relief from repayments. (Your reference for this correspondence is 13139/11/40).
