Commonwealth Treasury state that where receipts are obtained in respect of payments on behalf of United Kingdom Government, and submitted periodically with re-imbursement claims (as is the case with payments to evacuees), it is not the practice to secure the Auditor General's certificate, and in view of the desirability of eliminating unnecessary work they hope that the request will not be pressed. add that the general procedure in connection with payments of United Kingdom pensions etc., is at present under consideration with the United Kingdom Government Department, with the object of eliminating all receipts and substituting therefore Auditor General's certificate.

2. Cash accounts of the various sub-Treasures must of course be subject to audit, and check on dispersement must be considered adequate and effective against irregularities and frauds. It is therefore difficult to understand why claims for reimbursement of Hong Kong expenditure could not be certified by the Auditor General especially as it suggested that this procedure should be adopted in the future. In the circumstances however it is assumed that the matter need not be pressed.
