by My Lords Commissioners of the Admiralty to refer to your letter 54058/4 of the 25th August regarding the incidence of charge of expenditure incurred· by the Consul General at Manila in connection with the evacuation of civilians from Hong Kong. In view of the general waiver of financial adjustments between vote of credit departments and the difficulty of identifying any of the items set out in the account enclosed with your letter as being a proper charge to Navy Votes, My Lords consider that it would be preferable either for the whole account to be met by your department or for Sections 3, 4 and 5 to be met by the War Office, which My Lords understand would be acceptable to that Department.

A copy of this letter is being sent to the War Office.
