I have been considering your letter of the 1st July about the Hong Kong evacuees in conjunction with the division here which is interested from the War Office angle. It is oup view that really this is a matter for you and the War Office to settle without reference to us, though the strictly proper course is that the Colonial Office should accept only that part of the expenditure which is a proper charge on their vote of credit, leaving the War Office and the Admiralty to cope with the remainder of the amount.
