Mrs. Black.

As Iunderstand the position person

named has been ordered to leave but

declines to comply with the Order,

thereby breaking the undertaking

which she gave on entering the

Colony. If no action is taken

against her, her success would

encourage other women evacuated

from the Colony to follow her

example, and the measure of

evacuation imposed on grounds of

defence on instructions from H.M.G.

would be nullified. In these

circumstanges I cannot see any

alternative to proceeding with

action against person named.

I am not, however, clear

whether you intend to proceed

against her under Regulation 4A as

published in the Gazette of the

29th June 1940, or in accordance
