spoke to Mr. Edmonston and the other influential opponents of evacuation on the lines suggested in No.232. We have, in those telegrams to which I refer and also in the reply to the petition from the Committee of relatives of evacuees (see 256 on 13139/11/40), appealed to the patriotic spirit of the Euopeans in the Colony to accept evacuation. It might be worth making a further appeal on these lines in view of

(1) the continued discontent for which

they are responsible, and

(2) the obviously increased danger of

war in the Far East.

In the light of these two factors, it might, if they remain determined not to co-operate in the to miles evacuation scheme, be worth our while enforcing evacuation to the limit of the numbers of European

women and children liable in the Colony.
