facilities and financial assistance to return.

Your Petitioners and those whom they represent fully recognise

that if evacuates or other female relatives are allowed to return

immediately, they do so at their own risk and cannot expect again

to be evacuated at Government's expense.

Your Petitioners are fully aware of the gravity of the political situation and the necessity of urging people to evacuate Nevertheless they have duly weighed the consequences of the

present compulsory Order and are convinced that the confidence of

the Colony will only be restored by a scheme which is both

equitable and voluntary
