I have received your letter of the 22nd of September and much regret I am unable to propose your re- solution in Legislative Council. I am very well aware that public opinion is far from being unanimous, personally I doubt the benefit of such an enquiry in time of war.
I am sending your letter and resolution round to unofficial members in case any of them hold different views.
