Solution suggested by you of
difficulty created by these women who have
overstayed time allowed by transit visas and
refuse inoculation seems to me likely to
most arouse criticism which it would be,desirable be desirable
to avoid if it is possible to deal with cases
by other means.

On assumption that Philippine
Government will not agree to course proposed
in your telegram No. 67 I suggest that
following procedure should be considered -

(a) women concerned ould be warned that
action will be taken without delay to
expel them from Hong Kong
(b) they must therefore arrange to sail by
first opportunity to destination they
before embarkatim prefer and be inoculated if that is
