I have the honour under instructions from His Majesty's Secretary of State for Foreign Affairs to convey to the Government of the Commonwealth of the Philippines an expression of the most sincere appreciation of His Majesty's Government in the United Kingdom for the facilities so generously afforded last summer for the evacuation of British women and children from Hong Kong to the Philippines. His Majesty's Government are deeply grateful for all the assistance which was given in this connection by Your Excellency and the Commonwealth Government and their gratitude is shared by all those British subjects for whom so much was done.

I have been instructed to request that this expression of the gratitude of His Majesty's Government may be conveyed to all those members of the Commonwealth Government who were concerned, and in particular to the Honourable Jorge B. Vargas, the Honourable Alfredo de Leon and the Honourable Engracio Fabre.
