land leases for the erection of churches etc. His suggestion in paragraph 6 of the despatch would seem to propose the following procedure. The Executive Council should decide whether a case has been made out for the necessity of erecting any particular church or chapel, and where such a case has been satisfactorily made out the lease should be made out for the usual term of years by private treaty at a nominal outset price, together with a nominal Crown rent. The Governor further suggests that the prior approval of the S. of S. should be obtained for each particular case. This has been the practice with some cases in the past. There is one at the moment outstanding, see 53895/41 hour, I confess, however, that I cannot see that any useful purpose is served by referring such cases to the S. of S. We are in no position here to decide every case on its particular merits. Reference to us would involve delay which at the moment would be considerable, and finally, the proposal would not seem to be in accordance with the many general suggestions made for cutting down unnecessary work in war-time. It would, I think, be sufficient if the right of appeal to the S. of S. in any case where the parties concerned were dissatisfied with the Executive Council's decision, was granted to them.
