Your letter of the 2nd September addressed to the Board of Trade and containing a request for a copy of Sir David Owen's report on the future administration of the Port of Hong Kong has been forwarded to me. We have a limited number of copies of the report available in this Department, and, although we have asked the Governor of Hong Kong to send us further copies, it will, as you appreciate, be some time before they reach us. I think, however, that Mr. Duncan Kennedy, who accompanied Sir David Owen on his mission and who visited this office a few days ago, is arranging to let you have a copy of the report. Should this not be so, or should Mr. Kennedy's copy be not sufficient for your purpose, perhaps you could let me know again.
