not as Trustee but in an advisory capacity generally and especially as representing Admiralty interests. The reason for this recommendation lies in the relatively short periods, averaging two years, served here by the Commodore of the Dockyard, who was considered to be the proper naval officer for this
purpose.
It was emphasized that the Chairman should be a man with wide experience of port management elsewhere.
The appointment of a Trust on an experimental basis or for an experimental period was regarded as somewhat anomalous and therefore was not advised.
It was considered preferable that the person appointed to hold subsequently the position of chairman of the Trust should, prior to his actual appointment as such, spend such time as is necessary in the Colony preparing the ground and advising on the organization of and legislation for the Trust.
The list of matters over which the Trust would have control should not be regarded as exclusive.
Governor in Council should be substituted for Governor.
(8), (13) and (14) These recommendations would be modified
by the decision on (4) above.

The Trust should have the discretionary power to authorize sub-letting.
(15) to (23) Consideration of these recommendations
generally should await the creation of the Trust but that Government should not be precluded by this advice from proceeding with such works as might be considered necessary in the meantime.

On the first of the above recommendations there was a minority of two official members who considered that the management of the harbour should continue to be vested in a Government department, but I accepted the decided views of the remaining eleven members of the Council.
