In September last you were so good as to supply this Journal with a copy of the Rate Sir David Owen's Report on the future adminis- tration of the Port of Hong Kong and to state that so far as the Colonial Office was concerned there was no objection to publication,
There has been considerable difficulty in getting Cencorship approval and while the text of the Report has been passed for publication, exception has been taken by the Admiralty to the plan. In a letter dated 27th ult., it is stated that "approval cannot be given to the publication of this map unless you can provide direct evidence that this plan in full detail has been already extensively published in Hong Kong or in Britain."
In support of my application I am proposing to forward to the Admiralty the published copy of the Report, but unfortunately the copy you kindly supplied has been mutilated by our printers in setting up the text for this Journal. Have you a spare copy, intact with the map, which you could lend for the purpose? It is, of course, desirable to have the original map attached. For publication in The Dock and Harbour Authority the plan had to be re-drawn.
If you can also give some confirmatory evidence about the circu- lation of the Report in Hong Kong or in Britain, it would be very help- ful.
We have already printed the first part of the Report in the Decoin! December issue. The second part containing the proposals for future devel- opment will not be intelligible without the plan, and I shall be very grateful if you will kindly assist us to satisfy the Admiralty
