Would you please see the enclosed from Mr. Kennedy who you may remember was associated with Sir David Owen in the recent report on the Port of Hong Kong. I haven't seen the article in "Dock and Harbour Authority" to which he refers, but I expect you have access to a copy in your Office, The draft letter which Kennedy proposes to send them seems to be a very reasonable one, and since Sir David Owen himself did not survive to deal with these sorts of criticism of the thoroughness of his enquiry, it seems to me very right and proper that Kennedy should speak up for the defence. Would you let me know whether you have any comment or objection?
