2. Frank answer to Parliamentary question is "Yes", but facts that Japanese naval and military authorities continue to impose minor vexation of quarantine restrictions and to refuse to reply regarding pilotage fees, render such access valueless to British shipping. ["R" ends]
3. [Grp. undec.] Japanese Consul-General whom I regard as sincere assures me that he has made strong inside progress with Japanese naval and military authorities; but I feel doubtful, at least of early result.
