As a means of avoiding suspension of agreement which I agree is undesirable in existing political situation however negotiated Lock local manager of Butterfield and Swires has suggested Government requisitioning of FATSHAN, Besides the advantage of equating her status to that of SHIROGANE* this might facilitate pilotage negotiations on lines suggested in letter quoted and cargo question could be left in abeyance.
I have not transmitted this suggestion to London pending your observations.
