I have the honour to refer to Sir Andrew Noble's

letter No.28 of 2nd June, 1941, repeated as his No.35 to me,

on the subject of the supplementary agreement regarding the

carriage of cargo between Canton and Hong Kong, and to

inform you that I have no comments to offer on the three

points suggested in its second paragraph.

Copies of this letter are being forwarded to Shanghai,

Tokyo and the Secretary of State for the Colonies,
