Morse further suggested that he might usefully dispose of some of the balance in the way of allowances, if necessary, towards the subsistence of Hong Kong students at Chinese Universities, although he assumed that they could in fact live at Universities in China at a much cheaper rate than was necessary at Hong Kong University. If this idea is pursued it would presumably allow of some reduction in the funds for University relief work at present being borne by your vote of credit, although the actual amount Would probably more conveniently be settled at some future discussion between ourselves and Morse.
In the meantime, we would be grateful for your views on this suggestion. You will, no doubt, wish to consult the Ambassador in the first place.
