Your letter of the 20th January to Mr. Bridges-Adams with the copy of the telegram received from the Acting- Governor of Hongkong, giving the University's proposals for the British Council scholarships at Hongkong University, has been handed to me.

With reference to the telegram, the Council approves of the method suggested in Paragraph 2 for the selection of scholars. On the 3rd paragraph we are interested to learn of the offer of £1,000 "for Rhodes Trust post-graduate studentships". As far as I can see from our file here, we have not had earlier information of the award of these studentships. I notice that the last sentence in the telegram reads "The Council would be governing body for the administration of these studentships". I should be glad to know whether we are to understand by "the Council" here, the "British Council".

I think that the difficulty will be the actual selection of the right type of Chinese, and I wonder if the University of Hongkong is sufficiently in touch with the Education Committee of the Boxer Indemnity Fund, which used to function from Chungking, and of which Dr. Han was the Secretary.
