With reference to your confidential telegram
No. 721 of 29th November, 1940, I have the honour to
inform Your Lordship that I have appointed, subject to
His Majesty's pleasure, Captain Alfred Creighton Collinson,
Royal Navy, Commodore in Charge of Naval Establishments
at Hong Kong, to be an additional official member of the
Executive Council.
