My Lord,

With reference to Mr. MacDonald's despatch

No.325 of 18th August, 1939, regarding the temporary

appointment of Mr. Li Tse-fong as an Unofficial Member of the Legislative Council of Hong Kong during the

absence from the Colony of Dr. Li Shu-fan, I have the honour to report that I have provisionally and subject to His Majesty's pleasure appointed Mr. Li Tse-fong to be an unofficial member of the Legislative Council in succession to Dr. Li Shu-fan. Dr. Li has declined, on grounds of ill-health, to accept re-appointment on the expiry of his present term on 16th January, 1941. In

this connection I may invite reference to my despatch No.393 of 9th September, 1940, and Your Lordship's

despatch No.311 of 7th November, 1940.

2. I have the honour to recommend approval of the definitive appointment of lir. Li.

3. Mr. Li was appointed an Unofficial Justice of

the Peace for the Colony of Hong Kong in 1931, and is a

member of the District Watch Committee, the Board of

Education, the Court of the University of Hong Kong and

the Urban Council.
