After full consideration I seek your approval for further temporary enlargement of the Executive Council by the appointment as unofficial member of Sir Vandeleur Molyneux Gray Burns K.B. Increasing importance of economic aspect of the war together with Hong Kong's growing production of war supplies more of which we would like to supply at own expense points to special usefulness of person named at the present time. Example of Hong Kong and Shanghai Bank helpfulness in this way is the granting of credit to local War Supplies Board of £110,000 for the purchase of wool for local manufacture of knitted woollen garments for the Army in India.

Dodwell (see my despatch No.74 of the 1st April) is going on short leave to Australia this week but I do not wish to appoint person named to act for him primarily because I think that he should remain on the Council for the duration of the war at least and partly because I would not care to ask him to serve in that capacity. If you approve foregoing I probably shall not fill Dodwell's vacant seat.
