With reference to my despatch No.74 of 1st April, 1941, I have the honour to report that I have granted to Mr. S. H. Dodwell, member of the Executive Council, leave of absence from the Colony for a period of four months from 3rd July, 1941, and have appointed Mr. A. L. Shields, provisionally and subject to His Majesty's pleasure, to be temporarily an unofficial member of the Executive Council in his place.
2. Mr. Shields is a member of the Legislative Council whose definitive appointment was approved in Mr. Malcolm MacDonald's despatch No.427 of 6th December, 1938.
3. A copy of the instrument appointing Mr. Shields is enclosed.
4. In accordance with Colonial Regulation No.155 I enclose also a list of the present members of the Executive Council.
