It seems to me that my first step should be to obtain proper supervision of the various police activities. Witho that it is impossible to effect improvement either inside or outside the Force. I consider that, even with the addition of one Deputy Commissioner and two Assistant Superintendents, the Force will still be inadequately staffed with Gazetted Officers. Ten Police divisions will be supervised by three Assistant Superintendents and two cadets. If supervision is to be as effective as it should be, each Division should have an experienced Assistant Superintendent to supervise it. However, I am anxious not to incur any expenditure which is not fully and obviously justified. Having secured the minimum supervisory staff to enable me to progress, I shall next have to improve each of the Branches in turn. I do not expect that this will entail any increase to the Police Force in Officers or men.

Subject to your approval I propose to put into effect as early as possible the reorganisation set out in page 3 of this report.
