(f) The Water Police and Waterfront Searchers. Both these

organisations are notoriously corrupt and their etective- ness is greatly impaired in consequence. The system of waterfront searching is ineffective.

(g) Accountancy and Stores.

I think that a number of

improvements can be introduced into this branch of the Police.

Reorganisation of Duties.

(i) The reason for the defects in the Branches mentioned above is to a great extent due to the fact that the system of supervision of these branches is wrong. Duties have been divided territorially, e. g. the Superintendent in Kowloon has been saddled with the following duties - "In general charge - Traffic, Training School, Indian affairs and defaulters" - a patchwork system that precludes any proper supervision because the officer has insuficient time to devote sufficient attention to any one of these duties.

(ii) The strength of the gazetted ranks is too small for the duties to be performed. The present approved strength is - 1 Commissioner, 1 Deputy Commissioner, 3 Senior Superintendents, 3 Superintendents, 8 Assistant Superintendents, 2 Cadets = 18 gazetted officers.

(iii) The duties for which gazetted officers are required are:-

Intelligence (Special Branch)

Staff Officer in charge of personnel

(dealing with leave, transfers, discipline, complaints etc.)

Officer in charge of Hong Kong Police Officer in charge of Mainland Police Officer in charge of Detective Branch Officer in charge of Training (at Training

School and afterwards) and Welfare (games, Canteens, Messes, etc.) Assistant to Director Special Branch Officer in charge of European Contingent. . Officer in charge of Indian Contingent Officer in charge of Chinese Contingent
