I find it difficult to understand these wanton

and inhumme attacks by aircraft, which had not even the doubtful justification of a search for forbidden cargo, and I shall be grateful if Your Excellency will cause an enquiry to be made with a view to preventing

any repetition of these incidents.

I also enclose for Your Excellency's infor- mation a list of recent cases involving the removal of

cargo from junka, as the Japanese naval authorities may wish to make these incidents the subject of a discipli-

nary enquiry. I would call your particular attention

to the loss of life caused in case No. 7.

In the interests of good relations between

our two countries no publicity in the press has so far been given to these attacks.
