sir,
With reference to previous correm ondence resting with my secret letter No.27 of 25th July, 1941, regarding attacks on Junks near Hong Long by Japanese naval vessels, I have the honour to report that recent investigations by the Police have disclosed a few cases where valuable cargo reported as "lost" by reason of such attacks has in fast been fraudulently disposed of by the junk owners to whom it was entrusted.
The Chinese doverment is said to have been the principal victim of these frauds which, it is regretted, have to some extent been facilitated unknowingly by the Police by the grant to junk owners of certificates to the effect that they have been the victims of Japanse outrages.
The Police are now issuing such certificates only when they are entirely satisfied that the rebbery is
