22. We assume that there will be no objection to Consuls finishing uncontested probate and administration matters in a non-judicial capacity. You can mention the point to the Chinese Government at your discretion. It will also be necessary in matrimonial cases where a decree nisi has already been granted to arrange for the decree to be made absolute in the United Kingdom but there seems no necessity to inform the Chinese Government on this point. The above two paragraphs override the instructions in my telegram No.1456 [of November 11th: K.12710/1809/210].

23. If the Chinese agree generally with our proposals for the exchange of notes, it is our intention to provide you with a draft text.

24. This telegram is being sent to you for information only pending further consultation with the United States Government which may necessitate one or two amendments. No action should be taken on it until you receive further instructions with the exception of paragraph 20 which should be acted on forthwith.
