With reference to my letter of November 23rd and previous correspondence on the treaty with China regarding extraterri- toriality, I enclose two further messages dated November 24th which we have just re- ceived from the Department of State on this subject. They apparently have crossed a message which I sent forward to the Depart- ment of State on the basis of your letter to me and its enclosure of November 23rd.
