We generally approve draft article subject to following modifications, In paragraph No. 3 of proposed draft article after the words "coasting trade" the following words may be added in brackets. Begins. Which expression as applied to India shall include trade between India and Burma and Ceylon. Ends. Please see in this connection paragraph No.6 of our telegram No.476+ of January 30th 1941.
