Please refer to Department's message of November 29th, paragraph sumbered 7.

1.

The Chinese Foreign sinister has informed our Ambassador at Chungking that insofar as inland navigation and the coasting trade re concerned the Chinese Government desires to adhere to the text of the draft note as originally proposed by the Chinese Governbent. • have replied to the effect that although the questions of inland navigation and coasting trade do not have relation to extraterritoriality the raising of these questions by T. oong before his

departure for China and by the Chinese since led us to believe that the Chinese Government desired that they be taken care of adequately; that we had endeavoured to do ac in an appropriate manner; that there appeared to be one of three ways in which the questions might be handled: The inclusion of pertinent provisions in the proposed exchange of notea sa suggested in our document of 9.vember 27th, the insertion in the treaty of & full article slong the lines of articles on the subjects which are normally included in our modern comprehensive treaties with other countries, or merely the reserving of the matters for inclusion in the later comprehensive treaty which the two governments contemplate which would be the most

appropriate place for them; that for the present the best solution of the problem would seem to be the last, 1.e.

reservation for the projected comprehensive tresty in the anno way that we were, at the suggestion of the Chinese Government, reserving the question of the œrrying on of commerce* as originally covered in article 5 of our Graft treaty.

In addition we requested that Ambassador Gauss as

e possible means of saving time inform Jr. Coong of our views and furnish him e co y of the draft article on coasting trade and inland navigation which we previously had in mind.
