Your telegram No. 1615 of the 30th
November]

The text which we had prepared and which
we should have liked to secure if it were
possible is contained in my immediately
following telegram. As you will observe,
would
India will not participate in this text, and
it is probable that surga will not be able to
do so either. it is moreover peded round
on our siden with three qualifications of no substantial
importance.

I realise that it is unlikely you
will be able to obtain agreement for this
Sor
text and you have full discretion/to outain
the best text which you căn, our view being
that any mention of future rights to acquire
real property is probably better than nothing.
The text proposed in paragraph 2 of your
telegram No. 1615 is the absolute minimua
because the words 'subject to the Laws and
regulations etc." mean, taken literally, that
these laws may prohibit the right to acquire
* real property altogether. An improvement
on your formula would be to Buy: "in
accordance (witn the conditions and requirements
prescribed in the laws and regulations etc."
Another and, from our point of view, better
formula vould be to say:
hold real
property as far as possible under the aaue
