In view of the fact that in the past
the Chinese Government have shown a disposition
to make claims and representations with regard
to persons living in Britian territory
(particularly Kalaya) who possess both Chinese
and British nationality, and that in the past
H.M.G. have also claimed to protect British
aubjects in Chine who also possess Chinese
nationality, though they have ceased this
practice in recent years,
years, it may be desirable that it should be recorded somewhere (agreed
minute, note etc.) that neither High
Contracting Party will claim the right to
protect persons in the territories of the
other High Contracting Party who possess the
nationality of the latter High Contracting
Party in addition to the nationality of the
former. Even if nothing is said about this
subject, H..G. would in fact apply this
principle, which is a general international
rule with regard to master nationality.
the Chinese have however shown some disposition
to ignore this rule, I suggest that you
should mention this point as a principle which

must govern the relations of the two parties
in the future, and suggest that it should be
recorded in a suitable manner.
