Your telegram No.1532.
Following is report of my meeting with Minister for Foreign Affairs on December 3rd.
2. Chinese Government will consider our counter proposals to their re-draft of treaty. The only point on which Minister for Foreign Affairs was able to agree without further reference to his Government was the re-insertion of words "and companies" and "any of" in our Article 7.
3. As regards lend-lease, I informed Minister for Foreign Affairs that I was still awaiting instructions and he made no comment.
4. As regards re-insertion of words "and carrying on of commerce" in our Article 6, Minister for Foreign Affairs said the Chinese Government had decided that this must be left for discussion in commercial treaty negotiations and he appeared to be unmoved by my arguments. I made the proposal in second half of paragraph 11 of your telegram No.1522. He will however refer point to his government [grp.undec: ?before an] exchange of notes. In reply to statement by me in terms of paragraph 12 of your telegram No.1522, Minister for Foreign Affairs said the Chinese regarded system confining foreign activities to specified areas as a confession of Chinese inferiority and for this reason were opening the whole country. He raised no objection to clause 1.A. regarding overseas shipping but intimated that it would have to be referred to his government.
5. As regards 1,C. second sentence, employment of foreign pilots, he said he did not think his government would be prepared to include this in exchange of notes. The point might, he suggested, be covered by suitable instructions [grp.undec: ?in the above sense]. I think this is all we can hope for and propose unless instructed to the contrary to try for a separate letter informing me unofficially to [grp.undec: ? this] effect.
