Extraterritoriality.
It may be desirable to record in an agreed minute or otherwise that neither High Contracting Party shall claim the right to protect persons in the territories of the other High Contracting Party who possess the nationality of the latter High Contracting Party in addition to the nationality of the former.
2., Even if nothing is said about this subject, His Majesty's Government would in fact apply this principle, which is a general international rule with regard to master nationality. As the Chinese have, however, shown some disposition to ignore this rule, I suggest that you should mention it as a principle which must govern the relations of the two parties in the future and suggest that it should be recorded in a suitable manner.
