Dear Mr aden,

With reference to paragraph numbered 3 of the Department's message of December 14th which I am forwarding to you in my letter of today's date, the Department has telegraphed me that in informing the Chinese shortly of our agreement to their suggestion of December 12th concerning revision and amendment of the provisions relating to inland navigation and coasting trade, we contemplate proposing to them that the treaty and supplemental exchange of notes bu signed on the morning of January 1, 1945. The Department observes that in addition to its usual significance this date is also the first anniversary of the declaration by the United Nations. The Department mentions that the Chinese may make some counter suggestion.
