On the 14th December the Chinese Government made a further oo xunication to His Majusty's ambassador, the substance of which is as follows.
A Draft Treaty.
2. As regards the preable and Articles 1 - 5 of the British draft, the Chinese Government expressed the views already communicated to the United States Government, as not out under 1 (a) (1 - 4) of the message of the 9th December from the Department of state.
2. As regards Article 6 of the British draft, the Chinese Dovernment continued to oppose the insertion of the words "and carrying on of commerce", but will give further consideration to the British counter-proposal to re-insert them and to beɛin the sentenos with the woris "peniing the conclusion o. the comprehensive treaty etc. Sir H.bey “our has been instructed to continue to prose for the insert) the words "and carrying on of comeros.”
3. Apart from the above point, and the question of the Kowloon leased territory (which still remains open) the tuxt of the treaty is therefore agreed.

Clause 1. As regards (a) and (g) see the Foreign offies communication of the 17th December regarding navigation.

(c), (d), (e) and (r) are agreed, with the exemption that regarding pilots, will only cont in the first sentence.
The rest of that clause will be covered by instructio to custoas authorities which will be so...ná eated to His Majesty's Arabassador by lotter.
Clause 2 agreed.
Claune 3.
Chinese Government state
are unable guarantee, even in peace time, national treatment as regards Postrictions om travel and residenas. They prefer to omit the slause altogether on the understanding that the right of both parties to impose restrictions for reasons of national security gove without saying. Babject to the views of the Government of India, His Majesty's Ambassador has boɛn authorised to drop the inclusion of romrvations on this subject in the exchange of
Clause 4. A formula regarding personal status matters is being discussed; but if it is not acceptable to the Chinese Government it will be drɔɔped.
