2. Americans have now reached agreement on all points and their treaty will be signed on 1st January. We should like to sign on same date if Chinese Government accept our solution for question of kowloon leased territory (see my telegram No. 1622) and our amended text for navigation clauses in exchange of notes (see my telegrame Hoa. 1601, 1602 and 1616).

3. we still hope that you will obtain Chinese agreement to one of the formulae on real property referred to in my telegram No. 1573. But we should not wish to hold up signature of the treaty on this point alone.
