If proposal made in paragraph 4 is accepted by the two Governments, paragraph 1(a) of exchange of notes will read as follows:

"His Majesty The King relinquishes all exist- ing treaty rights relating to system of treaty ports in China. His Majesty The King and President" (continue as in paragraph 1 of your telegram No. 1602).

Chinese wished to insert between first and second of above sentences the same formula regarding coastal ports as is contained in the American treaty (see paragraph 1 of your telegram No. 1587).
