We might get into a situation in which the Chinese would, after securing American treaty, proceed to the unilaterial abolition of extraterritorial rights and even if they did not do this, the position would be very difficult and le ad constantly to friction.

The Minister for Foreign Affairs said that all other points were agreed on the basis of my telegram No. 1719 including land formula and Minister for Foreign Affairs saw no objection to amendment proposed in your telegram No. 1636. The position therefore appears to be that text of London treaty and note should be agreed subject to Kowloon question.
