227 Your telegram No. 1732 of 27th December: Kowloon leased territory.
Matter has been further considered here and you are authorised to omit the words "terms of" before "lease" or to Substitute words "question of" if this will secure agreement on the basis proposed by us.
2. Beyond this we are not prepared to go. The solution Proposed by Dr.Koo is unacceptable to us and if Chinese persist we shall have to do without the Treaty.
3. We are informing United States Government of position and shall seek to enlist their help.
