Dear r. den,
With reference to the raft treaty with China regardin extraterritoriality, the epartment of tate telegraphed me under date of December 26 that it had been requested by the Chinese that we revert to the original preamble of the draft treaty as presented to them on October 24. The Department of state is making a counter-suggestion that the preamble read as follows:
"The United States of America and the epublic of China, desirous of emphasising the friendly relations which have long prevailed between their two peoples and of manifesting their common desire as equal and sovereign o ates that the high principles in he regulation of human affairs to which they are committed shall be made broadly effective, have resolved to conclude a treaty for the purpose of adjusting certain matters in the relations of the two countries, and have appointed as their plenipotentiaries, etcetera.
The Department of State mentions that the signature of the treaty may conceivably be delayed for two or three days by this development.
